For one, I just noticed that something is off with the scheduler. It
correctly identifies all triggers, but some (or all?) jobs are not being
created in debci as a response. The scheduler re-identifies the same
missing triggers hourly.

I didn't change anything, so I don't know what broke. I'll need to look
into this, but I won't get to this before the weekend.

Correct, we currently trigger on binary package dependencies.

Which is not quite right in itself, we should trigger on d/test/control
dependencies. But that adaptation requires more work than I can dedicate
to it right now.
