I would err on the side of caution and use a Depends.
The downsides seem pretty low. Installing hipcc without libamdhip64-dev
seems like a complete niche use case. OTOH, the 55MB download / 250MB
space it uses in experimental isn't really that noteworthy.
I think more problems will be causes with Recommends than with Depends.
And if someone really wants a Recommends instead, we can expect a bug
with a concrete example making the case for that.
