It's good to hear that switching to using clang directly solved
your problem.
When replying with more information about a bug, please try to keep the <bugnumber>@bugs.debian.org in the responses, as this ensures that the information is shared with all parties reading about the bug on bugs.debian.org.

I suspect you mean hip-lang-config.cmake and /usr/lib/<arch>/cmake/hip-lang/. I did notice that you were having trouble with hipblas as well, but that is probably unrelated and we can discuss that matter when you submit the dbcsr package for review.
Thanks for the report. I'm sure many others will make this
mistake as well. The sort of information I provided should

improving that page would be much appreciated.
