Hi ROCm Team,

Phil Wyett and I have done some back-and-forth with Spaarsh on the hipblas-common package he prepared. There have been a number of fixes and improvements made through that process. If one of the DDs on the ROCm Team could now take a look at this RFS, it would be much appreciated.
