I just updated the new license you pointed out for FFT at:

It would be wonderful and really helpful if you could confirm this new 
license. This would unblock the packaging of tensorflow in Debian.

This clarification is necessary to ensure all software distributed by 
Debian are legally distributable and meet Free Software criteria:
