I think the new license you pointed out:

"You may use, copy, modify and distribute this code for any purpose 
(include commercial use) and without fee. Please refer to this package 
when you modify this code."

makes your package compatible with the Debian Free Software Guidelines.
I asked for confirmation to Debian ftpmasters [1], but I haven't 
received an answer yet.

From my experience, having a confirmation such as an email on a public 
mailing list (like debian-ai@lists.debian.org) is enough to confirm the 
new license. Would you be willing to confirm this new license by CCing 
your answer to debian-ai@lists.debian.org?
