RFS: rocsolver/5.5.1-7~exp1 -- ROCm library for numerical linear algebra

Hello,

I've added a librocsolver0-bench package to rocsolver following the same pattern used for rocblas. This upload also has an unrelated fix for a FTBFS caused by an incompatibility with libfmt 10 (which will no longer print enum values as integers by default).
