Indeed, that is much better.

Just from my gut: what if we were to define a global baseline in

    /usr/share/<name-tbd>/rocm.mk

with some reasonable default, from which package maintainers could
diverge with X-Offload-Architectures if needed, eg: for hipblaslt?

The Makefile's name would still be vendor-specific but we won't have
much choice, initially.
