Hi,

The affected packages cannot satisfy their cross Build-Depends, because
a solution would require libhsa-runtime64-1 for both the build
architecture and the host architecture at the same time, but it does not
presently allow co-installation (as it is not marked Multi-Arch: same).

Since the files are already laid out in a way compatible with
Multi-Arch: same, all that needs to be done here is adding the marking.
I'm attaching a patch for your convenience. While at it, I suggest to
also mark the -dev package as there the way files are laid out also
permits coinstallation.
