debci 3.10+rocm3 uploaded: New gpuenv-aware pre-test

I've released a new version of our fork of debci to our APT repo [1].
This drops debci-healthd, superseded by gpuenv-server, which is now a
dependency. It also drops debci-health as a CLI, superseded by
gpuenv-cli, which is shipped with gpuenv-server.
The /usr/share/debci/util/pre-test utility has been rewritten to make
use of gpuenv. The change was designed to be backwards-compatible so
that existing workers do not need to be updated. However, this implies
that it also has the same limitations (= worker instances still need
exclusive access to GPUs).
This also adds a /usr/share/debci/util/list-worker-gpus utility with
which one can query which GPUs a worker will use, given the config in
/etc/debci resp. the debci_config_dir environment variable.
