Thanks for migrating hipify and rocdbgapi.

I just recalled that the ROCm OpenCL functionality would be very easy to enable. The library and utilities successfully build when the rocm-hipamd switch is enabled [1]. We just need to define binary packages for the resulting artifacts.

I suspect that this is useful for some applications such as DaVinci Resolve, though I haven't used any of them personally. I was reminded of this by a complaint from a user that it doesn't work on Debian with the built-in drivers [2] (but I suspect the problem is really that they're missing some of the user space components).
