Bug#1056174: librocprim-tests: SortKeysOver4G fails due to insufficient memory

Dear Maintainer,

RocprimDeviceRadixSort.SortKeysOver4G fails when executed on GPUs with
8 GB of memory or less [1]. To ensure that tests are useful on a wide
variety of hardware, the appropriate behaviour when a device has
insufficient memory to run the test is to mark it as SKIPPED rather
than marking it as FAILED.

The failing test output can be found in the CI logs [1] and it looks
like this:
