I forgot that this didn't need sponsorship, but I definitely needed someone to confirm that I was updating the symbols file correctly. I appreciate the review and upload.

One of the motivations of updating to rocrand 5.5.1 was that the upstream project had added HTML documentation like the other ROCm math libraries. I'll prepare rocrand 5.5.1-2~exp1 with a librocrand-doc binary package and send out an RFS.
