It seems not.

Would there be any downsize to compiling with -gz and then skipping dh_dwz? If we tell clang to compress the debug symbols, the binary will be much smaller at link-time than if we let dwz do it in a post-processing step.

Maybe it's not so bad to just disable dh_dwz. I see that Adrian Bunk has raised this question more generally in "debhelper: Should dh_dwz be dropped?" [1].
