I wouldn't worry about that too much. If you can get the software in place for testing, I can figure out how to provide you with the necessary hardware resources.
We don't need a GPU from every GFX arch I listed. Debian would be be off to an excellent start even if it just had testing for gfx900, gfx906, gfx1010 and gfx1030. A single box with a Threadripper and four GPUs could do quite a bit!
On a related note, I believe I've managed to get PCI pass-through working together with ROCm; at least, all the rocrand tests pass in a VM. This could be useful for testing various cards installed on one host, with proper isolation. I'm currently reducing the instructions to the bare minimum, and will share them on the wiki.
