It just occurred to me that there is a dedicated wiki page for
upstream developpers [1] which holds a great deal of the needs
of a distribution such as Debian to ease the packaging for
inclusion of software in the operating system.  I skimmed
through it and I believe it is good material to be aware of for
your discussions; topics covered go beyond questions of file
layout.
