dpkg can usually tell you, have a look at the manpage.

If the file is a left over or you look for a package containing foo
that isn`t installed yet you can do

zgrep <foo> /debian/dists/slink/Contents-alpha.gz

or whatever Contents file fits. I have an alias for that, so thats
what I normally use.
