I don't think so. They should not directly query the user but instead use a
layer in between.

Just install the new file either as <name>.dpkg-new or alternatively reserve a
directory /var/lib/config for new config files and register them in a simple
database.
This does not take care of incompatible config-files. We need an extension of
the control file to take care of this.
