You mean it's not the upstream Debian?

It is Raspberry Pi OS, which is based on Debian. Most packages there are taken directly from upstream Debian repositories, including Espeak-NG, Espeakup, Libespeak-NG1 and Espeak-ng-espeak. I can check if their dependencies are taken from there too, if you want (I believe so).

Well, that's what we need to determine: what version of what software
was not working before, and what version is now running fine.

I copy some updates, let me know if you need more programs' versions. What I did to obtain them is to show all dependencies (skipping suggestions and recommendations) of espeak-ng, espeakup and espeak-ng-espeak and search them in the update log file. I don't think I skipped any, but if I did and it is important, tell me, I saved the log file just in case:
