Ah, now things make sense to me :) I was testing the letters only... Ok,
I see. You can try to run

echo 1 > /sys/accessibility/speakup/soft/direct

to get the same behavior as in the installer. There isn't yet an easy
and relatively proper way to make that permanent unfortunately.

I'll have a look at making that automatic on system install.

Yes, the keyboard layout is really only about the positioning of the
keys on the keyboard, that's complement independent from their
rendering.
