Yes, that part is a bit more involved, and it'll be hard to sell it to
debian-release. The user can still change it with the speakup shortcuts
so it's less of a sever problem.

You can find it in the espeakup debian repository on salsa

You can build a .udeb, and put it into the build/localudebs/ directory
of the debian installer. Provided that the version number is higher than
what is already in debian, it will pick it up.
