It is in the same VCS as speech-dispatcher, see README.source, there's a
debian/rules target to switch between both.

Just an oversight yes.

I just didn't touch the existing debian/control.

Yes. The only non-free part of libttspico is the voice compiler. The
library itself is free, so there is no problem there.
