Bug#771454: libflite1: minimal version in symbols file too old

Dear Maintainer,
the symbols file of libflite1 sets the minimal version for all symbols
to 1.4-release. But apparently this is not correct:
If libflite1 1.4-release-8 is installed, ffmpeg does not work:
$ ffmpeg
ffmpeg: symbol lookup error:
/usr/lib/x86_64-linux-gnu/libflite_cmu_us_slt.so.1: undefined symbol:
usenglish_init
Installing libflite1 1.4-release-9 (or newer) fixes this.
Probably the fix for #746383 included in 1.4-release-9 is responsible
for this.
I think the best way forward is to increase the minimal versions of all
symbols to 1.4-release-9~ and rebuilt all reverse dependencies against a
fixed version.
