I run Orca, a screen reader, on MATE. For this, I exported GTK_MODULES
gail and atk-bridge, and it works (once at-spi2-core is installed).

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I disconnect/connect a network cable. I ran dropbox too. They generate
notifications messages.

   * What was the outcome of this action?

Orca should read, in speech synthetiser, the notification contents. A non-link
shortcut enables to read the current, previous notification, or a list of
notif messages.

   * What outcome did you expect instead?

Orca stays quite.
