Speechd-up has a build dependency on libdotconf1.0. As soon as we get
permission from the release managers [1] we are going to transition that
library to libdotconf0. So real soon now, speechd-up needs an updated
upload to fix the build dependency (which is not needed as far as I can
tell, as it is pulled in via the libdotconf-dev package.)

I will take care of the upload if there are no other items to be fixed
by this upload. Some information on how to test speechd-up would be nice.
