dotconf_1.3-0.1 ACCEPTED into experimental

Hi all,

As previously mentioned, I created a 1.3 package of dotconf. Pending a
transition slot from the release managers [0], I uploaded the package to
experimental to clear the NEW queue (which went extremely fast).

@Samual and Luke, can I upload the current master of speech-dispatcher
in the git repository to experimental as well, to test that it works?

@Jarek, you suggested I should ask you to check the packages. See this
e-mail as an invitation for dotconf. When speech-dispatcher is uploaded
I like you to test that as well. Additional question: you wrote a very
nice "how to test" for emacspeak [1]. Are you in the position to do the
same for speech-dispatcher? I have no clou how that is supposed to work.

Paul
