$ pico2wave -w /tmp/test.wav foo
> $ aplay /tmp/test.wav
It produces a sound.

paplay says "Connection refused", even as root.
(Note: if for such tests you'd prefer irc, more instant, I'm also on irc (Texou). Don't hesitate, even if personally mails don't disturb me too if you prefer (especially with you it's nearly as fast as on IRC, with pop protocol time more lol).
