When I attempt to install brltty, I get the following error:
brltty: depends: libicu40 (>= 4.0-1) which is a virtual package.
At this both aptitude or apt-get will abort.

that's actually not a bug in brltty. That's an ongoing transition in
unstable (namely: the libicu transition), and brltty has to be rebuilt
against the new libicu package. That's called a binNMU and it has been
planned by the release team already.

I'm therefore closing this bug.
