speechd-up debian package

All,

Unless someone objects, I'm going to start working on an official debian 
package for speechd-up. I kinda sorta have one already but it's not up to 
debian standards. This will be my first official debian package so I'm not 
claiming to be the most qualified to take this on.   But I am willing.
