For isntance, government puraches in the US of A, yes, I am aware of that.

You will have to discuss this with the at-spi maintainer.
See Bug#206545 and #208991 for relevant discussions.

Gnopernicus is currently stalled because it seems to need
a newer at-spi/atk.  I would be perfectly happy with
providing gnopernicus 0.7.1 for Sarge.  In fact, I have packages ready,
but they segfault (#215039).
