debian.advalem.net mirror seems to not be using the proper method

I’ve just noticed a problem:

This looks to me as if the mirror uses something like rsync with
exclusion but doesn’t exclude the Contents and the new InRelease
file in the first run. It should use the ftpsync script, or at
least the minimum mirror requirements.

Cc’ing the ports lists for ports that use Debian-Ports, so they
are informed of this possible problem.
