[buildd] add package "ppl" to N-F-U



Hi!

Spice is building "ppl" since 20090228-2019 and has not finished yet. So I
looked up what ppl actually is useful for.... http://www.cs.unipr.it/ppl/
says: 

"The Parma Polyhedra Library (PPL) provides numerical abstractions
especially targeted at applications in the field of analysis and
verification of complex systems."

Given the fact that m68k seems very unsuitable for complex calculations and
the looong build time of ppl at least with 64M I vote for adding ppl to
N-F-U because it's simply totally useless and makes no sense for m68k.

if there's a flipover at 497.x days on m68k... ;)
