Yes.

There used to be initialization code in Linux for the ATI RAGE XL, but
last time someone tried, it no longer worked.

All other cards need to be initialized by the BIOS (or Open Firmware).

Well said. Thats a part I missed Geert. Do you recall any link to any particular code? (Not that there is a working i386 emulator for coldfire.) And would I have a better chance on a ATI X1250 or Radeon. I'd love to get this working and contribute it back.
