I can't figure out the resolution to this problem.  I guess I need to
get the XFree source and look at XF86Events.c to see if perhaps its a
configuration problem.

This turns out to have been a window manager problem.  The right Ctrl,
and Alt keys function as mouse buttons in KDE just fine.

I now have KDE running on a Quadra 650 w/15" monitor at 832x624x15 and a
Quadra 950 w/17" monitor at 1024x768x15 and both are quite usable.
