Well, that's strange.  According to madison it should be in woody:

      exim |     3.22-4 |      unstable | sh
      exim |     3.32-2 |      unstable | hurd-i386
      exim |   3.33-1.1 |       testing | source, alpha, arm, hppa, i386, ia64, m68k, mips, mipsel, powerpc, s390, sparc
      exim |   3.33-1.1 |      unstable | source, alpha, arm, hppa, i386, ia64, m68k, mips, mipsel, powerpc, s390, sparc

but you're right, it doesn't seem to feature in woody's Packages file.
(It's in sid's Packages, though.)
