Not sure about locales, but exim is a libdb related problem (last time I
looked the version in the archives it was linked against 3(!) different
libdbs at the same time...).

Anyway, before we can switch to glibc-2.2, we need some fix for the horrible
(l)chown mess. I suggested an (admittedly ugly) patch, which would fix all
issues, here on debian-68k, but didn't really get any feedback. :( Well, I
guess, if no one gives a good reason not to use that patch, I'll submit it
to the BTS.
