If one does not wish to run a local X server at all, the following line should
be commented out of /etc/X11/xdm/Xservers:
:0 local /usr/bin/X11/X vt7

Isn't it severe overkill to base your runlevels on whether you want
to run X or not? :)
You can just uncomment the above line when you want X and then
run /etc/init.d/xdm restart...
Either way you could let it load every time anyway, switch to a
console and run /etc/init.d/xdm stop (or just leave it running but
keep using the console).
