Sorry about forgetting to mention this - I've seen this, too (on a clean
install). IIRC I had to create a link /dev/mouse to something arbitrary
and run dpkg --configure --pending after that. Seems the check for
presence of /dev/mouse is missing (or broken, /dev/mouse can be either
symlink or char special).

Joystick on Atari might be a bit tricky but there's support in the kernel.
