Cannot Extract Rescue Floppy

I'm just starting with Liux m68k. I read the various installation
documents, FAQs, and READMEs, but I still have a problem. I downloaded
the slink Install.sit.hqx from debian.org, and booted to Linux from
Penguin. I have partitioned the disk, but when I go to install kernel
and drivers, the installer fails with "Cannot Extract Rescue Floppy."

I switched to another console, and checked that the resc1440.bin and
drv1440.bin are mounted and available. They are. I have the paths
correct, too. The file sizes are good, and they are world readable. I
even downloaded the disk images again from another source to make sure.

What am I missing? I am trying to install a Quadra 610, 16MB, one
internal HFS disk, and an external Linux disk.
