It's in the man-db package.

At present, it is in the non-US distribution because of the copyrights on
the RSA stuff. A package of ssh2 is planned, but there are unresolved
copyright issues here as well (ssh2 does not rely on gmp2 anymore, as it
has its own bignum routines, however, these routines look like they were
stolen from gmp2.
