Send it to debian-boot@lists.debian.org (or at least send a note that you
submitted the keymap to the kbd maintainer). The boot-floppies people
should
know where to add the new keymap (keymaps.sh and somewhere in the C code; 
tell them to look at their CVS logs for m68k changes around January to
March
if in doubt). 

There is no m68k boot-floppies maintainer, so debian-boot is your only 
chance.
