This is the tradition for DebConf, every year has its own look. For comparison, see:

It's common to include some tribute to the main Debian logo somewhere in the design, but not required.
For other Debian-related sites, including the main http://debconf.org, individuals can volunteer to help the people who run those sites, but it's outside our scope as the DebConf 16 team.
