Neither of those are considered "gemeinnützig im Sinne der
Volksbildung".

Sure, the dinner can and should take place. The question is whether
the Verein covers everyone's expenses. Here, PwC is quite clear and
the answer is "no". Either we ask e.g. 25€ of everyone (has been
done in the past), or we find other ways (which I think is very
charming).

The Verein can surely cover expenses for the invited, high-profile
speakers to increase the chance of their attendance, but not
everyone…

I don't think this will be possible, sorry. But you're most welcome
to try. Even the lady at the Finanzamt was very clear when I even as
much as uttered the thought of a conference dinner or a day trip.
