Accepting travel bursary even if it has turned out it will not be sufficient



Hi,

I was asked by Nadia Lovely (I met her at FOSSASIA and recommended her
to come to DebConf since I have seen her helping very much organising
the conference) whether she should press the "Accept travel bursary"
button.  She has the problem:

  Initially, I proposed €800 because the flight ticket was around €890
  at the time. But now, when I'm ready to book, the price has jumped up to
  about €1300.

She asked back to bursary team but did not got any answer.  This is
fine and I recommended patience since the team has a lot to do and 
there are two weeks remaining for accepting.

The problem I'm writing here is:  The interface does not make it clear
whether you accept the actual offered money and there is no chance to
get more once you accepted.  Or is it rather:  Yes, I'm happy to get
refunding but I need to ask for more anyway.  Could we make this more
clear in the web interface?
