DebConf/Accounting

Hi Chiamaka,

thank you for the updates on DebConf/Accounting within the Debian wiki.

I would appreciate if you keep the "Content in need of updating" header I inserted after your previous edit because the page is neither done yet (as sufficiently complete and updated) nor reviewed (as in factually correct) by somebody from the DebConf team.

E.g. the hledger program is in Debian since 2011 cf.

In
https://wiki.debian.org/DebConf/Accounting?action=diff&rev1=3&rev2=4
you added "since many professional registrants just register accidentally and never intend to pay". This seems to come from https://wiki.debconf.org/wiki/Accounting which is - as the note that you removed said - very, very outdated.

To the best of my knowledge - we do not have such a problem in DebConf (any more?).

The somewhat similar "Half the expected paying attendees will happen not come/not pay, and we don't want to have to be keeping things that crazy up to date in the ledger." has at least a bit of truth to it. For numbers: We had a bit over 380 arrived attendees at DebConf19 from 506 that filled a complete registration form at some point in time.
So that is 1/3 of the total registrations.

If you have the time, you could re-word this section to sound more neutral. Whoever wrote it at the time in the original DebConf wiki had a bit a snappy tone.

Kind regards,
Daniel
