The reason I said in my first mail:

"The third paragraph, about the measures that can be taken, I need to
think about it a little bit more."

And after thinking more, and cate's comments, I arrived to more doubts
than clear proposals: I'm not sure not only the measures, but who is
in charge of enforce them.

That does not mean that I'd like my proposal as is (without that
items) to be approved, but I chose to wait for more voices (here in
the list, or in the team meeting) in order to try to complete this, or
default to the wording in the current CoC.

So, to be clear: my proposal (the proposal3, now) is still not
complete, but until this moment, I couldn't advance more on it.
