OCF might be able to lower the 10% operation fee in the following conditions:
* OCF.tw need to transfer money to other TO. (Taiwan will tax 20% of this).
* Purchase foreign service.
This requires OCF.tw board member to decide, so we don't know the final
operation fee will be.
Our current plan for DebConf18 is the following:
* Local sponsor will be managed by OCF.tw, and OCF.tw will provide tax
deduction for them.
* OCF.tw will handle local bills.
* Global sponsor will be managed by SPI.
* SPI will handle non-local bills, such as travel sponsor.
