I think there are two parts actually to that question -

a. How important is it to debconf to have community for some days
working there ?

For something like Debconf, logistics is going to make or break you.

Having people who have done it before and know what needs to be done
makes it easier for everybody, although AFAIK all positions for
debconf are voluntary in nature.

If you have local people and Debian people working together it should
lessen pressure a bit on the local team and also would be a better
experience for attendees.

b. How important is it TO the city to have Debian community working there ?

I *think* one of the things which can and does derail conferences
beside poor planning is mis-communication and mis-understanding
especially where people from 130-140 countries will be coming in.

There are quite few instructions that Debconf organizers share with us
before debconf which does and could help us in having the most out of
Debconf. We rely on the organizers to intimate us of all and any
changes before and during Debconf to make the most of it.

This actually falls on the Debian local people how they see it fit as
part of it is outreach. For instance, we do have the open day where
people are welcomed to try out Debian and there are usually a few
activities planned around that day.

Now because we are talking of Brazil, one idea that could be looked at
is having a float about Debian going around the city talking, sharing,
showing Debian both in Portugese, English and any other language that
people see fit.

There is lots about security, privacy and such themes that could be
used to share as part of Debian awareness also.

And this will not be the first, at least in India I know of few
friends who did the FirefoxOS bus which was for a better part of month
on road -

Not a month, but maybe a week we could do. I would volunteer to be
part of such an initiative if we are able to raise funds and have few
people who are interested to be part of it.

Not directly, but Debconf does have job fairs and such . The idea is
to let both parties find each other and also make people aware that
free software skills can land you in a job if you are looking for it.

Also for companies, it's an opportunity to share limelight with Debian
and there are always possibilities for work for companies as well.

Absolutely, that is part and parcel of Debconf.  While people try not
to spoon-feed, if they see that a person has tried everything and is
still stuck, they do try to help out, at the end of the day anything
and everything is problem-solving .

The idea is to  germinate the freedom seed wherever we go and have a
community around that.
