Thanks Daniel, it was explained to me. For the record the DC14 date
apparently was a bad example, and very late in the cycle, and it
almost didn't leave the winning bid team to secure its venue.
IE: I now understand the decision, and hope my confusion may have
resulted in clarity for all.
