Both approaches exist. The original Delphi study (used to figure out
the cost of invading Russia by the US army in the 1940s) only used
numbers, but yes, it's been very qualitative since.

It's just hard to squeeze that into a format that can handle the
number of data. Do you have any suggestions?

We could get rid of the table and just have people write a paragraph
for each week… do you think this will help?
